The Neutral Heartland is governed less like a kingdom and more like a treaty made permanent. Its charter is intentionally narrow: keep the roads open, keep envoys safe, and stop the three crowns from turning the central route web into a battlefield by inheritance or accident.
The district matters because Dragonheim's compact scale depends on legible transit. If the heartland fails, every crown can still claim legitimacy, but nobody can claim reliable movement, negotiation, or trade. That is why its archive record belongs beside kingdom, duchy, county, and chronicle entries rather than being left as background flavor.
